Train Your Brain Contest, deviantART and The Art Department (TAD) challenged you to submit your work in one of the five disciplines offered by TAD: Illustration, Drawing and Painting, Animation, Entertainment 2D, and Entertainment 3D. Your assignments were reviewed by the world-renowned artists who teach as TAD faculty, and the grades are in! The following Semi-Finalists represent the top work chosen in each category. A final review will be made, and the 31 prize winners in each category will be announced shortly!

Please note: If during the Finalist judging, any one of the Semi-Finalists becomes ineligible or is disqualified under the Official Rules, the Semi-Finalist judges will replace the disqualified entry with a new selection to be considered by the final judges.
Another thing I remember reading was that the classes can be held during summer.
Here's the part from the official rules:
"a full scholarship to The Art Department 3-Week Workshop in Kansas City, MO, USA, which takes place either between January 7, 2013 to January 25, 2013 or July 8, 2013 to July 26, 2013"
but more or less they should had announced the winners since maybe some of them couldn't attend for the summer classes thats unfair for all of the semi finals :/
Well, yeah, there is something funny going on behind the curtains, so it seems. I sure hope their reason for being late is checking if there is no more art plagiarism going on or art that doesn't follow the rules. It would be quite a slap to the face to all the contestants if the winners will be some that do not follow some of the rules, or in the funniest case, NONE of them, rofl!
So if going by definition, it's not quite same thing. Finals = a stage that must be passed. Final results are when we'd know who won what prize. Or so it would be according to this definition: [link]
